He worked as an assembler of power-washers (used to clean construction/agricultural vehicles and equipment) and he and several other workers thought my brother was due to a promotion to supervisor due to his consistent quality of work he has done. But for personal/political reasons, my brother's boss refused to consider it.

Sadly, not everyone is a good supervisor. Unfortunately, that's the way to make more money. You can work your ass off for a company at an entry level possition and be more of an asset to the company than your supervisor, but you will never get paid as much. If you start *****ing about it they'll fire you.

I am in a similar position, albeit at a much earlier stage, where I got completely shafted on my year review for issues that were down to my supervisor, and I am pretty damn annoyed. However it isn't always easy to find a better job, especially some of the piss-takes for wages some offer...

Perhaps that sucks but the reality might be that there might be several excellent workers and getting along with the boss might be a more desirable quality in a supervisor than being able to build the power washer the fastest or best.

Put simply ,

1. the best worker may not have the qualities that make for the best supervisor

2. If the boss wants to give his nephew a cushy supervisors post, there is little that can be done about that either

Even in "at will" states, I was under the impression that you had to have some sort of reason for firing an employee, in case the employee chose to bring suit.
