They're working on the 28th Series now, yes.
The one that is being shown on Sci-Fi now is the 27th series, which, though it seems more episodic than arc-like, actually does have a theme/overriding plot that becomes evident towards the end.
It also, unfortunately, has a few very weak episodes, such as the one titled, "Father's Day". One of the best episodes, however, introduces Captain Jack during WW2, and it's titled "The Empty Child".
"The Christmas Invasion" was kinda odd. Felt almost like an original series Star Trek, with the Doctor in place of Kirk. Not horrible, though. Especially the callout to the spinoff that's in the works, "Torchwood".B♭3Comment

Anybody who watched Gone in 60 Seconds deserves that as punishment and loses their right to complain.
