Most people are much more honest than you think.
When I worked in a supermarket they were piloting the scheme, it worked really well. You get randomly checked every so often and if you make a mistake they'll check you several times in a row.
What they found was that people very often over scanned... on average they weren't losing money. And even if they were losing some stock they saved a lot of money in wages.

I don't believe they don't get exploited more than they do, or is the saving of having no-one working on the checkout (as minimal as checkout assistant pay is ) compensating for any loss?
