Regarding the Chinese, they aren't on a schedule that would compete with NASA. Besides, the aerospace industry in China isn't very impressive. They buy all their good stuff from overseas. That could change, but it's more likely that a $2 million Texas startup would give NASA serious competition.

Even neutral is good enough to own space launch nowadays, unfortunately. Space Adventures (US) is offering a $100 million moon fly-by cruise on an upgraded Russian rocket.
They could do it. The capability is purchaseable. They have the know-how.
