So the GC makes allowances for trying to hit a military target in a civilian area and missing, but you can't simply just drop a lot of bombs hoping you get something, nor can you just decide to bomb a civilian neighborhood to kill civilians.
    Looks like it was allowed in 1929 but disallowed in 1949. Advances in technology appear to drive changes in the GC. Probably a good thing. It would be interesting to see if they will try to write in nukes in the near future. AFAIK, an effort is already underway regarding land mines.

        In response to an invitation from the International Committee, representatives from sixteen countries and four philanthropic institutions gathered at an International Conference in Geneva in 1863. This event marked the founding of the Red Cross as an institution. But this was only the first step. Henry Dunant and the other members of the Committee wanted official and international recognition of the Red Cross and its ideals. They wanted a Convention to be adopted which would ensure the protection of medical services on the battlefield.

        To this end the Swiss government agreed to convene a Diplomatic Conference which was held in Geneva in 1864. Representatives of twelve governments took part and adopted a treaty prepared by the International Committee and entitled the "Geneva Convention for the Amelioration of the Condition of the Wounded in Armies in the Field". This agreement, with its ten articles, was the first treaty of international humanitarian law. Subsequently, further conferences were held, extending the basic law to other categories of victims, such as prisoners of war. In 1899 in the Hague it was signed the next Convention, adjusting Geneva Convention's principles to the war-action at sea. In 1906, the ten articles of the First Convention were improved and complemented. And in 1907 under the terms of this Convention,. In the Hague it were determined all combatants' categories who had the war-prisoner's status when detained as well as the right for the adequate treatment during their captivity. In 1929, these Conventions were developed further and affirmed one more time.

        In the aftermath of the Second World War, a Diplomatic Conference deliberated for four months before adopting the four Geneva Conventions of 1949, which for the first time included provisions for the protection of civilians in wartime. In 1977, the Conventions were supplemented by two Additional Protocols.

              Yeah. Your source is not very good. They said the treatment of shipwrecked was at the same time as that of civilians when in fact the nautical conventions are among the earliest (around the Japanese-Russian war).

Mostly because I point out where you are wrong and expose certain traits you have that you'd rather not admit to yourself that you have. Your behavior is clear projection. If I point out your hypocricy, you call me a hypocrit. If I point out your racism, you call me a racist. If I point out your flaw in logic, you call me insane. I see this pattern over and over again. You clearly despise these characteristics, and you are clearly very prideful, based on the self-aggrandizing posts you often make here. These characteristics are a blow to your pride, so you try to project them onto me and others and treat us with hostility to reflect your own anger at yourself. Either that, or you have no imagination.

                            One thing I want you to seriously consider. It is not me who makes a fool of you. You do that to yourself, and it would be aggorant of me to claim responsibilty for your own efforts. You can hate me for pointing it out sometimes, but you can only blame yourself for you own actions. I've suggested in the past that you take some time to think about how you view yourself. Wrestle with those demons within you. Once you can truly acknowledge your faults, you can begin to deal with them. This is the path to self-improvement.
