Leninist regimes can be, and certainly Maoist and Stalinist regimes are, tyranical totalitarian systems. BUt there is a difference between:

Communism in general
Marxism (more specific)
Leninism (even more specific)
Stalinism and Maoism

If PACE is making that ignorant assumption, then well, dumbasses. If not, then what is wrong with the statement?

I believe PACE is just refering to those peoples in countries in the Council of Europe who suffered under the rule of the USSR.

I mean sure, I think it's stupid for commies to deny this. It just makes the perception of them stronger, not living in reality.

However, I fail to see otherwise, what the point of this PACE action is. I mean, they are saying the obvious, what is this, next year some other instance says 'Colonialism was bad, now let's condem all the old colonialist actions'. I mean sure but what's the point, everyone knows what happened. A bit too late, isn't it?
