AND if by some chance, someone is stupid enough to take him up on it, He can declare a major victory at no cost. It's a win win for them, since if no one does take him up on it, he can use it after the next attack saying, I gave them a chance to avoid this but they said no. They got what they deserved. This won't necessarily fly in the West, but in will outside of the West, which from a support side, is all he's concerned with.

OTOH it may mark a marked disagreement in tactics between the likes of AQ/Bin Laden and AQ Iraqi operations/Zarqawi.

Bin Laden sees long term the establishment of democracy in Iraq has now meant a new phase of the conflict one which will mean the AQ & insurgents are targeting legitamite islamic governments of the Islamic people. Not even cover of corrupted Monarchs not holding to the true faith can justify terrorist actions. This being said the continued death and destruction that continues day to day becomes more of a liability to advance the cause of AQ than as a cause of teh US presence.

Tanslation now that Iraq appears to be a democratic governement continued actions only paint AQ in a bad light to win hearts and minds on the Arab street and do little if any effect on the US. Case closed AQ already lost in Iraq, now is the time to move the actions elsewhere (look out domestic US).
