        I'm not sure I would classify them as an 'enemy' but I am sure I wouldnt classify them as a 'friend'.
        We need seperate human-only games for MP/PBEM that dont include the over-simplifications required to have a good AI

            A potential enemy. It would be a mistake to either assume they are an enemy, and so create a self fulfilling prophecy, or to be unprepared for the possibility that their rise does not remain peaceful.

              In which case in say, 1793, both France AND Britain should have been seen as enemies.

              Fortunately the founding fathers didnt see things that way, and signed the Jay treaty with Britain, and kept the undeclared war with France limited, and ended it during John Adams' term. (of course the Jeffersonians opposed the Jay treaty, and the Hamiltonians wanted all out war with France - fortunately both were out maneuvered - Adams in particular being in the swing position and supporting the less militant option both times)

                Enemy does not always imply war.

                More importantly you need sufficient competition for rescources to make them an enemy.

                France and Brittain did not compete for the same rescources we did, on a level great enough to make them enemies just for that.

                            They were afraid that if they did declare war, France would have run off to South East Asia or northern Australia. That would have ****cked up the geopolitical balance there. And the relationship with the Ozzies .
