It's not so much a duty as specifically part of certain parts of government (equalization payments).
If it was really a duty of the Canadian government, I'd think everyone would get the same income across the nation.
There's a 1932 agreement, that if your math is sharp you may realize occured well before the 1982 Constitutional Act, that clearly states the resources in the ground belong to the province of Alberta to do as they please with.

Let's not focus so much on the beginning of the season, and realize things change pretty quickly in the NHL. Let's look at the past week to see what the players have accomplished.
In the last week, Iginla has 5 goals, 0 assists, and is +1.
Lindros has 1 goal, 1 assist, and is -1.
McCabe has 0 goals, 0 assists, and is -3.
Sundin, of course, has 0 goals, 0 assists, and +/- is 0.
You need to stop clutching to October stats, it was a weird month in the league. Things are starting to get back to normal now.

Seriously though, it just doesn't make sense to claim that control over natural resources supercedes the federal's right to tax whatever way it wants to.
