In the US military IIRC, there's only a set number of field grade and general grade officers. This means essentially, that while it's realtively easy to get promoted up to O-3 (captain/lieutenant in the navy) you have to literally wait for someone above that to die or retire to get promoted again. Interesting way to work things IMHO.
There are set quotas for Flag Officers, based on the number of Flag billets. The number of feild grade officers chages year to year for demand.
Since the boards only promote so many eligible officers per year, it makes the selection very competitive and basically weeds out the **** bags. If the selection is particular small one year then yes you may have a few good officers passed over, but good or not if your not needed your not needed.
