He's pretty much the closest person to Powell from his State administration. It's almost the same as if Powell were saying these things himself.

He's also a Marine, which makes it even more stinging considering the hard on Bush has for the military.

In the US military IIRC, there's only a set number of field grade and general grade officers. This means essentially, that while it's realtively easy to get promoted up to O-3 (captain/lieutenant in the navy) you have to literally wait for someone above that to die or retire to get promoted again. Interesting way to work things IMHO.

Not really. If you let everyone get promoted they you would end up with a top heavy orginization, which I beleive we have right now despite the current sustem.

There are set quotas for Flag Officers, based on the number of Flag billets. The number of feild grade officers chages year to year for demand.

Since the boards only promote so many eligible officers per year, it makes the selection very competitive and basically weeds out the **** bags. If the selection is particular small one year then yes you may have a few good officers passed over, but good or not if your not needed your not needed. Also, since you can only be passed over twice before you are forced to retire, it cuts the dead wait as well.
