Update
The name is German! So odds are this guy was ethnic German. But the first name is "biblical". So that could or could not mean Jewish (most Jews there had German surnames), but my cousin didn't know anything else about the guy's family so the whole thing is quite uncertain.
Also, a lot of Polish-speakers in that town had German surnames and many German-speakers had Polish names. Oh and many had both Polish and German first names
