Here is a report from the Guardian in the UK saying how the media ban existed and the courts over turned it.
CNN issued legal proceedings against the Federal Emergency Management Agency after officials said there would be "zero access" to the recovery operation.
The district court judge, Keith Ellison, issued a temporary restraining order on Friday against the so-called "zero access" policy.The US authorities have overturned a ban on journalists following the rescue efforts in New Orleans after a legal challenge from CNN.

Here are sites from creditable news sources which back up my claim that FEMA most certainly did attempt to block the media out of New Orleans on the grounds that it was not safe to enter the city.

Even if FEMA tried to keep them out so what. The Government tries to keep drugs off the streets, that automatically make it so? The reality was Oerdin that there was constant twenty four hour coverage from the sea walls to the looters in the streets to Black Hawk helicopters at the Super Dome the next day.

There wasn't any blackout that I saw. The Feds may have wished it so, but it clearly was not so.I came upon a barroom full of bad Salon pictures in which men with hats on the backs of their heads were wolfing food from a counter. It was the institution of the "free lunch" I had struck. You paid for a drink and got as much as you wanted to eat. That should seriously not be a problem. Why not start with a one dollar tax on a gallon of gasoline ? You both get a lot of money and a more sensible car park.

For the first few days, rescue was being complimented by news services locating people and then informing the Coast Guard and other rescue services. Many lives were saved by the news teams.
One thing DanS needs to keep in mind is that the media did not make up stories out of whole cloth, but reported what they were told by officials, who are generally considered legitimate sources (as when they reported credulously the President's claims that Iraq had WMDs and was aiding al-Qaida, for example). We also need to remember that journalists are human, and that the responded to an unbelievable situation, the destruction of not one, but several American cities, a refugee crisis of a million people, 50,000 survivors piled up into insane conditions, and little governmental presence.
Except for those who will excuse Bush anything, no one could imagine that this could happen to the U.S. (and if this had happened under Clinton, all those claiming that the Feds shouldn't be held responsible would be demanding Clinton's head). Regardless of the claims of the right, most journalists are intense patriots, and were unable to believe the incredible fubar in our own country, and they got angry. And they were right to get angry. And they were right to display their anger for all to see. Just as happened when the Fed's ignored Homestead and Florida City after Andrew.
The truth is, there are no cities in th U.S. that are immune to a natural disaster. NYC and Miami could both be destroyed by hurricanes just as easily as NOLA was (and the data today seems to indicate that Katie was a Cat 3 storm when it made landfall, not a Cat 4 as originally indicated, which means that the levees should have held). Chicago could be taken out by a Yellowstone explosion. The cities of the West coast could be destroyed by eartquake, tsunami, or volcano. D.C. could be destroyed by a Las Palmas tsunami.
We form societies in order to share risk and to spread out the burden of putting things back together when nature does remind us of how little we are. Socially, we have evolved past every man for himself, every community for itself. Why have a country if we don't look out for other Americans? Why should I pay for a war against al-Qaeda when they attacked NYC and DC? They didn't attack Florida or Illinois.
