    And, that's when it was revealed that FEMA had apparently rehired a former employee as a consultant. You might recognize his name, too — Mike Brown.

    At a meeting with staff of the special House committee looking into Katrina preparations today, the disgraced and displaced former FEMA director said he had rejoined the agency as a consultant to "provide a review" of how the agency functioned before, during, and after the storm. This according to two congressional sources.

    A congressional aide told NBC News nobody's sure — but it is assumed Brown is being paid by FEMA. He is to testify tomorrow before that House committee, prompting our colleague Howard Fineman to joke that only in Washington would a man on his way to the electric chair be paid to belt himself in.

              The guy wont answer congressional oversight questions about what happened without being paid? He's lucky he isn't being brought up on charges for mass incompetence leading to people's deaths. Oops, that would set a terrifying precedent for politicians and bureaucrats.

                Maybe they're just hiring him so that they can bounce hypothetical disaster scenarios off of him and then write down the opposite of whatever he says to formulate response plans.

                        Not that I don't enjoy U.S. politicans ability to adapt and survive in the D.C.verse at the expense of normal citizens, but didn't Brown do a good job handling the Florida hurricanes last year? And wasn't he hampered with FEMA being subordinated to Homeland Security wrt Katrina?

                          Brown had little to do with the success of relief efforts in Florida in 2004. That had much more to do with an administration desperately wanting to win Florida in an election year.
