Btw ALberta: Remember, a fool and his money are soon parted.
You have to spend these surplusses productively: new infrastructure (highways, airports, river improvements), new oppurtunities (all levels of education, training programs, investment in local communities), etc.
Tax cuts are good too, but corporations or rich guys don't need them. Start with the poor, and dont buy the "trickle down" BS
After that, if you have any money left over, beautify Alberta with it. Parks, museums, etc.meet the new boss, same as the old boss

This is an interesting dilemma. I think it should all go into an investment fund, as Alaska does. Alaska's funds under management are $29 billion, or about $50,000 per person. From 1/2 of the fund's earnings, you get dividends. This year that's $845.76. The dividend is based off of the fund's investment earnings rather than oil earnings.
The thing to watch out for is the politicians spending the money on stupid **** when times are good. At least when you give dividends, the stupid **** that people buy will be their own choice and will be spread out to the bad times. As anybody who is in an oil producing area knows, the oil business is boom-bust.

FYI, I note that Norway has a similar fund set up for health and pension costs. $158 billion under management, or about $35,000 per person.

Reading the HSF information, I don't like how it's set up. Investment income goes to the government's general fund rather than directly to the people. The whole point was to have the fund to offset oil prices when they suck for the government, not to pay dividends to the people.
Alberta does without a lot of tax that the other provinces use for income, relying on energy royalties. If oil prices and gas prices suck, the energy royalties suck and there is a funding shortfall.
