It'll likely be the same as it was when I was in high school -- anyone who filed an income tax return would qualify. Almost everyone at my school then filed one, regardless if they really paid any taxes or not.
A lot of people at the lower end of the scale fail to file taxes for various reasons. They'll get nada.

Seriously, we should pour it into cancer research, after building up our own and regional infrastructure. Better highways, railways, and pipelines to the Pacific could only help the economies of AB, SK, and MB.
And then fund anyone with a PhD who can qualify to join the faculty at Uof A or C. Only stipulation being that the product of their work is immediately public domain.
