Of course the refugees have to dodge the Chinese police to get out (would be suicidal going across the DMZ) since the Chinese government is evil enough to have an agreement to send all the North Korean refugees it finds back to North Korea.

Not that same thing. That doesn't encourage more people to come, it helps those that do come keep from dying in the desert. The equivalent would be putting more ships in the Florida Straits to catch more people to send them back.
