    The issue I see with that is that there wouldn't be that much trust unless the unions submitted themselves to more governmental regulation and review.

    However, the era of the Defined Benefit plan (where you get a certain amount every month) is nearly at an end. Soon every plan will most likely be a Defined Contribution plan (like your 401k's) and a lot of the problems will be less egregious because employees will notice through their 401k statements when an amount has not been deposited into their accounts... and employers and unions have to know that eventually (though from all the enforcement the DoL has to do, you wouldn't know it that much... though with a DC plan, you get alerted to the problem much quicker than with a DB plan).
