He's mostly concerned about the young sheep which blindly followed the older sheep to their doom, because they had been trained not to think for themselves. Also, the older sheep souldn't have had drivers licences.

That's pure spin. The fact of the matter is that the older, wiser, sheep KNEW the younger sheep were planing some crazy stunt, 'extreme jumping' to be exact. So, the older sheep threw themselves from the cliff to provide the younger sheep a soft, fluffy landing, saving their young lives by sacrificing their own. Heros. That's what the older sheep are, heros.
