I don't know about that. Having universal education and socialised medicine sounds liberal to me. If you are talking about political freedom, that can be another story.
At any rate, the term "liberal" is ill-defined, and has a different meaning in Europe than in North America. I prefer "progressive" myself.

Only Libertarians are against universal education.
But, dude:
- Stalin gave out medals to women who had an obscene number of kids
- Stalin outlawed homesexuality (legal in the 20s)
- Stalin outlawed pornography (ditto)
- Stalin had a lot of people killed for having opinions, or travelling, or looking at a dog funny
- Stalin purged small business owners who became successful after Lenin's economic liberalization
Stalin was not socially liberal. Lenin may have been. Alexandra Kollontai implemented some very nice reforms while Lenin was around, but Stalin exiled her to Sweden and reversed most policies.
