It looks to me like this is being investigated thoroughly and corrective action taken. I think you would be obliged to agree that this compares favorably to the regimes you listed in your opening post.

Let's say the police investigate a crime and find that there is enough evidence for 27 people to be charged, but only seven people are charged. Do you think that is acceptable?
Lets say that the DA starts announcing charges on tuesday. He starts with 4. he charges 3 more on Thursday. Its Friday and he hasnt charged any more yet. On Friday the Times runs an article, and says the DA has enough evidence to charge another 20. Shouldnt we start jumping up and down by Saturday????

Last October, the Army's Criminal Investigation Command concluded that there was probable cause to charge 27 officers and enlisted personnel with criminal offense.

Why should we be? You can ***** and whine about an investigating board recommending prosecution back in October and 7 of 27 being charged by May, but that's standard judicial and prosecutorial process. An investigating board's recommendation doesn't rely on the same level or standard of evidence needed to commence a General Court Martial prosecution under the UCMJ and the procedural requirements of the MCM. The pace and requirements are not a lot different in the US military legal system than they are with common criminals in the US Federal and state civilian criminal justice systems.
