The WTO has the power we vest in it.  Bush could have told the WTO off and threatened to retaliate against tariffs placed in response to our anti-dumping measures, and we would have won that fight, the Europeans would have either backed down, or learned a very,very painful lesson.

 Which is why the side that stands to lose a hell of a lot more has a good reason to back down,especially for the people who were absolutely not effected by those anti-dumping measures who piled onto the suit.A trade war is bad for all the parties concerned.
