The WTO has the power we vest in it. Bush could have told the WTO off and threatened to retaliate against tariffs placed in response to our anti-dumping measures, and we would have won that fight, the Europeans would have either backed down, or learned a very,very painful lesson.

Your view of trade wars remind me of NYE's view on nuclear wars: "you have only a few hundreds of nukes while we have THOUSANDS! Bring it on!".
Countries initiate war only when they believe they stand more to gain than to lose. They rarely care about what the others lose, only on what they lose themselves.
