Courtesy of CivFanatics, a quote from an email sent by Mike Breitkreutz to Cold Fever of www.civ3.de regarding installation of the US edition of Play The World over a different language install of Civ3:

There should be no need to worry. The English version of PTW should install on top of a German version without any problems. It will patch Civ3 to English 1.29f (since all text files have been modified in some way since 1.07f). However, PTW uses its own set of text files and bic files so it wouldn't even matter if your Civ3 files were in German. The main reason for applying the 1.29f patch is to make sure all the Civ3 art is up to date. The 1.29f patch does *not* check the language of the version that is installed before applying. Also, the unit name system has been completely reworked for PTW. Basically, we found yet another use for pediaicons.txt and all unit folder names will now be stored in the text file. Renaming a unit in the editor will no longer be a hassle. As such, an English version of PTW installed on top of a German Civ3 will need to have the German version of pediaicons.txt (which contains no game text -- only filenames). What this means is that the only change a person will need to make is to update the folder names in pediaicons.txt. Even this may prove unnecessary as I am attempting to get all of the localized versions of pediaicons.txt to be stored in the PTW CD. I hope this info helps.
