      • The New Cuban Government submits it's constitution to the Nations of the World.

Preambulatory Clause: The people of Cuba, in order to form a more unified, educated, prosperous, powerful and liberated Carribean, do hereby declare the following measures instrumental to the new government:
        1. A government composed of officials elected in a manner of liberty to all citizens, male and female, young and old. To sit in a tri-camberal legislature to be explained herein.
        2. A government dedicated to bringing safety, unity, and prosperity to all the isles of the Carribean, in the best interests of the people.
        3. A government which allows citizens to rise in status through hard work, luck, and intuition.
Thusly, we, the people of Cuba and the Carribean, present to the world the following Constitution of values and beliefs of the peoples of Cuba.

The Governing body of Cuba and the Carribean will be composed of 3 sectors.

        Article I: The Legislative Sector.
The legislation will be composed of the following:
        1. The Senate: A Representative body which has two representatives from each province.
        2. The Assembly of the People: A Representative body which has representatives distributed by the populations of each province.
        3. The Proposers: A body composed of 7 members, appointed by the president, who set the priority of legislation.

        Article II: The Executive Sector:
The executive sector allows for two national leaders:
        1. an elected leader, who is responsible for approving or vetoing bills, acting as a diplomat to other nations, and doing domestic related tasks.
        2. an appointed leader, appointed by the Senate, who is responsible for military matters, except funding.

        Article III: The Judiciary

The supreme court of the land will have final say in all matters.
No Cuban citizen or resident of the Carribean is above the law, not even elected officials.
Cuba's provinces may establish their own lower courts, and the Legislative branch may establish federal courts, as long as the results have a chain of progression which will ultimately lead to the Supreme Court.

The Bill of Rights of Cuba.

        1. The right to speak, vote, think, feel, or in any other way express views in an unforced and peaceful manner.

        2. The right to arm and defend oneself and one's property from any and all foreign peoples.

        3. The right to a just trial.

        4. Other rights not expressed are at the Judiciary's discretion.

        • To Mexico: (SECRET) Don't tell us that you'll "consider" it, at least give us an answer as to whether we can move troops through your territory! Our immediate plans hinge on knowing whether we can or not, we need to know that mucch NOW!

The Navy of Argentina has advanced north up to the California coast. The earthquake in San Francisco has weakened the morale and organization of the US fleet there, and the Argentinians have established temporary naval superiority in the region.

In teh Atlantic, Argentinian forces have landed on teh tip of Florida and sacked the town of Miami (AFAIK it wasn't that big back then).

To the US: Surrender now by the terms of the treaty we proposed in Paris or face a full-scale invasion from all fronts! British troops in Canada are prepared to charge from the North, Russia is ready to make a second attack in teh Northwest, We and probably Mexico too will attack from the Southwest, all the nations of Latin America will attack from the Southeast, and British and Austrian troops from Europe are a short ride from the East coast. No matter how stupid you may or may noot be, you must realize you have no chance of winning such a war. So surrender now or surrender in a couple years after a long bloody war, we prefer the first though and so should you.

Argentinian projects etc. (Bold means Giovanni should look at):
Develop airplane based on Wright brother model: Complete

          Army->Very Large: 1 year

Set up provisional government in Central America: 1.5 years

            • OOC: Um, "friendly" is better than "cool," so I'll ignore that part.

To Cuba: We cannot, unfortunately, agree to that. HOwever, we will agree to make all imports of your cigars duty-free, and make them ahve other special advantages in our markets.
