U.S.'s plan, huh? then we're not surprised. You should be very careful entering into wars based on assurances or instructions from other countries. If you are going to make unprovoked invasions, you can at least come up with an excuse. Please don't think of this as patronization, because we aren't trying to control what you do, its just that it makes us look bad when you pull these things and we do nothing. We are hear to warn you to withdraw at once from the territory of our allies the French. You have no right to declare war on them when they are simply putting a rebellion down with in their lands. You whould feel the same way if a state broke away from the Union and other outside nations tried to interrefer and tell you that you could not put the rebellion down.

Therefore we are sending our troops into French held territory in South America. They will establish order in the region and make sure that they stop their rebellions and keep the peace. Any US troop with in French territory will be shot at on sight and any US warship in French waters will also as well. We will not stand by and watch as you push our allies arround.
