Here some more details on the new relations system which will be implemented this age:
HOSTILE
* Can only be declared on Kingdoms at least 85% of your size (either NW or Land)
* -10% Attack Times
* Generals gain access to Conquest Attack
WAR
* War will be activated by reaching a specific Hostility Factor on both sides. Each side will only be able to see their own Hostility Rating.
* While Magic & Thievery do contribute to the Hostility Rating, an Attack is required to actually begin the war. The final attack putting both sides over the Hostility Requirement can be made by either party.
* War offers a -30% Military Losses bonus
* All players get access to the Conquest Attack during war
* Monarch may get additional defensive bonuses during war -- this is still being debated
ENDING WAR
* The Surrender Option will only be available to the losing party
MAGIC / THIEVERY
* Propaganda will be WAR ONLY. All other current war- only operations will be available in HOSTILE mode.
* LandLust will be WAR ONLY. All other current war- only spells will be available in HOSTILE mode.
* HOSTILE ops/spells will be more powerful in WAR mode.
* Regular ops/spells will be more powerful in HOSTILE mode, and even more powerful WAR mode.
Additional details are still being worked out. Dragons, along with some other minor issues, still need to be worked into these changes.
With a change of this magnitude, there are bound to be some problems, so some adjustments may be made to the war system, the level of hostilities required for war to begin and end, etc. We believe this system is more fundamentally sound than the current system, but tweaks will be required to get it there.
