Because when an organised group of people are shooting at you for belonging to a certain country's armed forces then you're at war with them. It might not be declared, it might not be a war between 2 sovereign countries, but it is a war, even if it lasts only an hour.
More peacekeepers have died from Canada than any other country, and more Canadian peacekeepers have died than have Canadian combat soldiers since Korea (by a factor of 10).
If they're in the military and die in combat then they are just as deserving of that title as any man who fell in WWII (or Afghanistan).
