here's my shot at it:

George Bush arrives to Paris for an official visit, and every day, he goes for a walk in the parisian forest. Everyday, he meets a very beautiful woman, at the same place, but she turns his back on him.

He really wants to get it on with her, so he decides to consult Shiraq.

Shiraq answers him:

"It is very simple. The first thing you must do is grab her attention.
The next day, paint your horse green ( apparently he was on a horse ). Then, she'll ask you why is your horse green, and so you'll be able to hook up with her."
"You mean to **** her?" Asks Bush.
"No, not yet, for example, ask her for drinks."
"Then, I **** her."
"No, not emidiately, then ask her to go to a restraunt, and then take her for a romantic walk"
"Then I **** her!"
"No, then you take her to somewhere romantic, even erotic!
to Bangkok, for example!"

Bush likes this plan a lot and decides to implement it as soon as possible.

The next morning he paints his horse green, and goes for a ride in the park.

He meets the woman, she approaches him and asks him: "why did you paint your horse green?"

Bush takes a big breath, smiles and answers: "To **** you in Bangkok".
