Yes... after the player plays the requisite amount of games at another position, he gains the ability to play that position on your team.
Berz, as for the guys that don't show up, I've already said, Yahoo is just as good as any other fantasy baseball service in that respect. According to yahoo, a guy could have played each and every non-pitcher position 14 times last year and not be eligible to play any position.
