MOAB has to use a parachute for extraction, then it cuts the chute loose and glides in on INS and GPS. If you didn't use a chute, the pallet/MOAB combo is too unstable coming out of the back of the -130 or -17, and would tumble, preventing you from getting it oriented right for final guidance.
