I think the plan is for Saddam to step down and go the Algeria to avoid a war, in which he would probably die or be put on trial for war crimes. Algeria wouldn't be a pariah since the US would be the one brokering the deal.

If everybody already knew that Iraq was violating UN sanctions, then what was the point of the inspectors?

The inspectors were sent back in because many people and states claimed that Iraq had not violated the UN sanctions. They have now been proven wrong, which is important for American hopes for UN backing of regime change in Iraq. The US wants a Security Resolution authorizing force and proof of Iraqi violations of UN sanctions will help the US get that.
I think its a matter of to what extent people think Iraq is violating the resolutions. The terms of the cease fire included other things other than WMDs, and other resolutions wholly unrelated have also been passed. It is the WMD issue that the inspectors are involved in, and what the US and others have been using to whip up fear of Iraq. However, there have been other resolutions which have been violated (take a look at http://news.bbc.co.uk/2/hi/middle_east/2246037.stm for example). The US has also made clear (not incorrectly, mind you) that Iraq has been violating these which is grounds for war. You may also want to take a look at this http://www.whitehouse.gov/infocus/ir...ade/sect2.html

So, basically, the real hot button for other states seems to be the WMD issue, even though other resolutions are in place and being ignored.

No prizes for guessing who has violated most UN resolutions... the US and Israel.

The idea is to get Saddam to 'honourably' bow out, leaving a clear path for a CIA/US sponsored leader. The US has no interest in trying him for war crimes, there is no profit in it.
Trouble is Saddam is too proud and too in love with himself to quit. Him buggering off to Algeria would be an ideal solution for everyone.

          How many were legally binding?

And no prizes for guess which country was related to 45% of the UN General Assembly roll call votes of 2001 - because the Israeli-Palestinian situation represents 45% of all of the problems in the world.

I've heard talk of a peaceful surrender. There are Arabs and others who are urging Saddam to resign and seek asylum elsewhere.

Somehow, I just don't see Saddam as the resigning type.

I wish they'd just get on with it. Enough talk, let's fight.
