I just read about the noble President George W. Bush making this statement, published in a German article. Is it racist?

If I were black I would find this offensive (even if you ignored the rest of the statement, the word 'blacks' isn't exactly PC).

IMO it's a shame that racist subliterates like this can become President of the most affluent nation in the world.

If anyone but George W Bush had said it, then maybe, but the guy isn't good at speaking unless he's practised every word a few dozen times before, so it was probably just him being a fool.
