              I don't have the list, as I said in the first post. I heard this on NPR, and all they listed were the four "winners".

              EDIT:

              OK, some hints.

              In alphabetical order,

              1.
              2.
              3. Luxemburg
              4.

              #1 I believe would be considered part of North America
              #2 I believe would be considered part of Asia
              #4 is in Asia

                        type Portugal decriminalization laws in a search and start reading. the first one I read was about how refugees or from the Azores may be able to enter Portugal now because of the recent decriminalization of all drugs. It htne went on to explain the policy. I assure you, it is easy to find. There were hundreds of links.

                                I just found the list of countries with a majority. According to it there are six countries, and Luxembourg is not one of them.
                                One day Canada will rule the world, and then we'll all be sorry.
