The US has ****ed around with politics in just about every country out there, especially in the middle east, and then a disgruntled terrorist starts crying and slamming planes into your building ranting about US policies, and you don't think those policies had anything to do with them attacking you instead of Canada or China?
Even if you are the most powerful (or number one as you say), I'm pretty sure most of the terrorists wouldn't care at all what you did. They're pissed off because you mess with their politics.
The US is not entirely to blame for it (Osama's a terrorist, what else can be said?), but it's not totally innocent -- it's partially to blame.
