There are still plans to develop the rest of the tarsands, in fact the new upgrader design has been approved, and they're in negotiation now for the materials and labour needed to begin construction. But if Kyoto is passed, they're putting this on indefinite hold due to economic uncertainty -- investors don't like spending $40B in an area where we don't know what will happen.

You and Tingkai have been the ones saying no one in Alberta cares for the environment, you and Tingkai have been the ones saying that we NEED Kyoto to reduce emissions.
