I'm gonna go out on a limb and blame the flooding on the fact buildings were built on a flood plain.

Also, most urban building materials are non-porous, so the water just has to be surface overflow. Given that most of the surface can no longer take water (thanks to buildings that are in the way), you are left with loads of water, and little surface area to hold it on. No surprise flood waters rise.
One day Canada will rule the world, and then we'll all be sorry.

      @SD

Also they've been cutting down so much forest that nothing is there to absorb the flood.

Well I blame Bush for me not being able to get a job, so I suppose we can blame him for all the nasty weather in the world Why not blame the two world wars on him too!

Mexico, which has no death penalty, had argued that Javier Suarez Medina was a Mexican citizen who was denied his right to legal help from the Mexican consulate. Texas authorities said it was not clear whether Suarez, who spent most of his life in the United States, was born in Mexico.

Fox used it as an excuse to call the trip off. But the real reason is that his agenda wasn't going to be discussed and he could build some distance between himself and Bush.

Not very popular to be thought of as the Grigoes' toady.
I came upon a barroom full of bad Salon pictures in which men with hats on the backs of their heads were wolfing food from a counter. It was the institution of the "free lunch" I had struck. You paid for a drink and got as much as you wanted to eat. For something less than a rupee a day a man can feed himself sumptuously in San Francisco, even though he be a bankrupt. Remember this if ever you are stranded in these parts. ~ Rudyard Kipling, 1891

Sceptor107 sure did stir up a lot of posts before his two week vacation.

I wonder if he would be pleased.

Official Monster Raving Loony Party, 2001 Manifesto

                        TRANSPORT, ENVIRONMENT & REGIONS

Under a Loony government any prospective home purchaser be issued with a full description of such dictionary terms as 'floodplain', 'coastal erosion' and 'exposed headland'. This will save time explaining why they have no house anymore after nature takes charge of the environment. In addition to this policy, building on floodplains in future will be restricted to large houseboats with recoiling tethers like dog leads. These houses will be able to float up with the floodwater and land safely again in the same place when the water subsides.

Sounds a more sensible policy than any I have seen from the Tories in years

Tory policies are a mismatched theft of political ideas from the Raving Loony party, BNP, Natural law party (Yogic flyers) and Monty Python sketches.

Ironically the Labour party stole all their ideas from the Tories.

                              Gee... yathink?

Reminds me of something I came across around the time there was heavy flooding along the Mississippi and Missouri rivers. Something about the Army Corps of Engineers mapping out the flood plains, but people building on them anyway.

What's next? Building next to a volcano can get your home covered with ash and/or smothered in lava?
