Well that's strange as during the period 1990-2000 the fastest rising component of energy supply in the US was nuclear power (up by 31% compared to a rise in total energy supply of 19%)

That flys in the face of your assumption.

The main cause of the rise in the CO2/energy ratio was the increased use of Coal (which went from 23% of all energy in 1990 to 27% in 2000) which produces 40% more CO2 per unit of energy as oil ans twice as much as gas.
Conversely the great improvement in the EU's CO2/energy ratio was partly achieved by a large reduction in coal use (from 23% in 1990 to 15% in 2000).
