It's the same tool, it's just that one doesn't have enough skin and some women are used to seeing it deformed and think it's weird to see it normal. They probably don't have any actual problem with it (the majority of gay men don't mind either way, and some even prefer uncut men because of the extra...ermm...flexibility), it's just that they can be artifically put off because "it's different".
