It is a lot easier for a foreign Jew to settle in Israel, than a foreign non-Jew. This policy started when Israel was just formed some 50 years ago, and still hasn't changed.

The current Israeli governement wants to prohibit non-Jews from buying land in Israel. So even though a good number of non-Jews live in the country, they won't be allowed to buy land. Apartheid anyone?

On top of that, the Likud party has made the pledge never to allow a Palestinian state. It doesn't matter if the terrorism stops, it doesn't matter if the PA becomes democratic, and it doesn't matter if Arafat is around or not. They don't want a Palestinian state, for the sole reason that it is a Palestinian state.

Israel is not racist. It's a Jewish state, and it's only natural for it as such to install safeguards such as the ones described.

It's the only state whose neighbours actually want it wiped from the surface of the planet.
