Perhaps I'm confusing it with another state. It's possible.

But don't be fooled. A nuclear project could very well be the reason the people are starving.

U.S., Israeli sources discount reports of Cairo nuclear bid

Recent reports about Egyptian intentions to develop nuclear weaponry do not match intelligence information in Jerusalem, according to a senior Israeli official.

Last week, the German daily Die Welt ran a story saying Egypt is interested in enriching uranium it mines in the Sinai, with the help of China.

The official said Monday that "we have no proof that Egypt is involved in a military nuclear program. It has a certain degree of capability and infrastructure, but as far as we know it made the decision not to go down that route."

An American official called the Die Welt report "disinformation," and in a private conversation over the weekend, said the United States does not see any problem with Egypt on the nuclear front.

But the Israeli source noted that intelligence cannot always know about everything going on, and that every country puts most of its effort into keeping nuclear developments secret. Israeli and Western intelligence agencies were surprised at the end of the Gulf War as to how far the Iraqi nuclear program had gone.

In the coming days, John Bolton, undersecretary of state for international security and arms control, is due in Israel for talks on halting regional nuclear proliferation, which Jerusalem regards as its top national security threat. The Arab world perceives Israel as a nuclear power, and any Arab or Iranian acquisition of a nuclear device could set off a regional arms race. Minister without Portfolio Dan Meridor, a veteran of Israeli nuclear policy, has warned that the arms race could be among Arab countries struggling for hegemony in the Arab world and in the Gulf region.

For Israel, the three most threatening countries are Iran, Iraq and Libya, which reportedly has also been making efforts to acquire technology for nuclear power. With Russian help, Iran is building a reactor, and the United States is applying pressure on Moscow to keep that project strictly civilian. Most recently, U.S. President George W. Bush raised the issue with his Russian counterpart, Vladimir Putin, when they met in May. The United States offered Russia compensation for ceasing nuclear cooperation with Iran, and, according to administration officials testifying to the Senate, warned that if the Russians continue to cooperate, Washington would reduce strategic cooperation in the pipeline for Moscow.

Russia recently beefed up its rules for exporting nuclear know-how, and has cracked down on some dangerous projects. But Russian companies continue to sell high technology, including weapons related technology, to what the Americans regard as worrying countries.

John Wolf, an assistant secretary of state in the bureau for non-proliferation, told Congress that "we made clear to the Russians they have to end that aid, and not only to Iran, or we will have to impose sanctions."

The United States did agree, however, that Russia could continue helping with Iran's Bushehr nuclear plant, but insisted on stepped-up security arrangements and monitoring. The main effort will be to ensure that the plutonium enriched rods created by the nuclear process are returned to Russia so the Iranians cannot develop nuclear material from them.

dont bet on that , ....

and they can always build a dirty weapon , or steal one , ....

or let someone else build it , in return for the construction yard , the builder could give a weapon for free , ....
