Yes. This is a classic Adam Smith "commons grazing" problem.

The dynamic also extends to navigability of straits, limits of international water, etc. As a (****...the) naval power, we prefer having very free oceans. Most of the rest of the world, would like to extend their territory into the water by law.

Totally impractical. Plus there is the issue of damage to property...not just damage to people.

But anyway, why would we ever need to put comets in the ocean? There is plenty of water on earth. (And if you dump that ice in the Pacific...you mix it with seawater and still have to desalinate it...not very convenient.)

      • I was mainly being silly, but if Earth was ever actually running short of water then I don't see us not using available resources and sacrificing the few for the many...

Anyhoo, break up comets prior to impact (10 meter chunks) and they'll break up on contact so no problem...

        • Easier to run tanker cars up and down the beanstalk. Send rock or something useless as the exchange mass.
