The fed. gov't has accepted the right of provinces to secede if they come up with a simple majority in favour, both in the media and in law (the clarity bill).

I'm out of touch with the situation, but the last I heard was the courts ruled that if there was a simple majority, the federal government has an obligation to negotiate, but the court ruling was vague about what this meant.

Does the clarity bill deal with this? Has it been passed?

I thought it had been and tha it implicitly granted the right of provinces to secede.
