In Windows XP, you install the Styles XP thing to let you use third party Windows XP themes. http://www.tgtsoft.com

My desktop size is 1280 X 1024 (I think) and I resized using Photoshop 6. The best way is keeping the constraints the same so it doesn't look deformed. You could also try sharpening it too before and after you resize.Comment
