The purpose is irrelevent to the effects.
The Supremes have ruled that the Second Amendment does not protect sawed-off shotguns as sawed-off shotguns are not military weapons.
The Supreme Court is wrong. Yes, it can be wrong, because there is actual meaning contained within the Constitution. Just because it is the Supreme Court that is officially empowered to interpret it doesn't make it's interpretations correct.
