Actually, unlike the case with civil wars, epidemic disease, and environmental degradation, starvation in poor countries is something the rich world tends to respond adequately to. When it does not work, the fault is commonly with the local authorities (eg, NK).

I'm somewhat depressed because I have a level of self-hatred that is the result of my conclusinos. I'm an American (and also a human) and I'm part of the problem, although I'd like to be part of the solution, but I doubt little old me could get America to become a great humanitarian. This is also the cause of my disgust towards waste and over-consumption. I try to consume as little as possible, not taking more than I need. But my choices are limited by the systems society uses. Efficiency and decreased consumption aren't choices because of capitalism. Too much money is made off of consumption. Thus, innovation towards efficiency is stifled to maintain the status quo and greed-driven level of profit.
It's easy to whine about how awful everything is and how you're too powerless to do anything about it.
All that's gonna do is, you got it, make you depressed.
First off, it's not really true: you can probably do a lot more than you think, IF YOU ARE WILLING TO DEVOTE TIME AND EFFORT TO IT.
If you are not willing to devote that time and effort, like the vasty majority of us are not (who for the most part prioritize other things like making a living/providing for a family/etc), then I suggest you come to terms with the fact that the world, including the part of it you're in, is imperfect, and just get on with living. Do what you can within the constraints of your "gives a ****" (as DinoDoc is want to say), and move on.

I am sorry that I reacted that way. It simply gets tiresome to hear Sava's "OMG, I feel so bad humanity sucks" rants all the time. Feel bad, try to fix it, do something about it....
Sava as long as you're looking at the big picture why not take a step even further back and look at the *REALLY BIG* picture. If humanity goes extinct all other life on earth will likewise go extinct in a few hundred million years anyway due to the mortality of our sun. Humanity is still incredibly young ignorant and weak. You don't have to assume it will always remain that way as a species.
Maybe it would be healthier for you to hope things improve rather than hoping some cosmic catastrophie exterminates yourself and all other people on earth. Humans like all other creatures are strongly motivated to act selfishly but when circumstances allow they are capable of demonstrating compassionate behavior on a large scale. Maybe in a few thousand years civilization will have converted earth into a huge nature reserve and will occupy areas off planet that are currently lifeless.

Cruel is to allow the pet population to increase unchecked. Cruel is to spade/neuter your pets. Cruel is to allow the strays to starve and be mistreated by strangers. Cruel is to cage strays, and put them to sleep.
Life is cruel.
Of the options, none of them are really that good. Spade/Neuter (or somehow controling reproduction) being the best method. But it still can't be that great for the pet involved.
Once you get strays that no one wants though, that doesn't work. Those that get put to sleep at 3 days, would likely get put to sleep at 6 days. And in almost all cases when a pet is going to be adopted, one will. So even if Buddy got put to sleep 2 days before his new family would have found him, Spike will get adopted instead of put to sleep because of it.
So I don't see any real difference in the rules other than saving a bit of money.
I recently got a dog from a rescue organization which specializes in taking dogs out of high-kill shelters in the South (my dog hails from TN).
I think one possible solution would be stricter laws requiring people to neuter their dogs. If you want to become a breeder, make it require a license and make getting that license require time & money (classes, perhaps).

In Lamu, Kenya, they have a program where they capture stray cats and sterilize them then release them. I'm not too concerned about saving money but overbreeding is an issue. Sterlizing strays and homeless pet animals seem more humane to me and it also provide a solution toward controlling animal population.
