Or, if you like, you could substitute 'killing' for 'terror'.

Of course, I hope you can reconize the scale of difference between a mugging and the other two.

I hope you can understand the scale of moral difference between war against a government, and terrorist attacks aimed against civilians.

But sadly I suspect you can't.

Of course, I hope you realize that there is no such thing as a war "against the government". Wars are all-inclusive.

The difference is that Russia showed their disagreement but didn´t oppose directly and by all means to US, like Germany and France did.

From my point of view Putin played smart. Despite lots of things have changed in Russia, they cannot still just go together with the US. They have to play some kind of oppostion just to keep appearences.

The United States was also planning to invade Canada. The fact that plans have been made does not mean they they were to go into effect.

I'm going to point out the obvious. Russia says they told us about these terrorist plans, the US says they didn't. Obviously someone is lying. Now I don't see why the US would deny knowledge of these plans. If Russia did find these plans and send them to the US, Bush would be delighted to get more evidence for his war on Iraq and would use it as 'smoking gun evidence.' But this didn't happen, so it seems to me that the Russians are doing this to get US support.

Besides that, these plans are ridiculous. As it has been stated, just because they have a plan doesn't mean they will attack. But most of all, why would Iraq attack us? Why would a struggling third world country in the middle of the desert make a terrorist attack on the US? The Americans would cry, "Because they hate us!" But I really don't think Saddam hates us. After all, we supported the Baathist coup that put him in power, gave Saddam plenty of support and weapons and allowed US corporations to sell him chemicals for WMD. And the terrorists that attack the US do so because of religious reason. They are usually radical Shiites. Saddam is not like this. He is a secular sunni and probably has very little devotion to his religion anyway. Saddam is the opposite of Osama bin Laden, and Saddam is an enemy to any radicalist terrorist such as ObL.

And even if, for no apparent reason, Saddam made an unprovoked attack on the US, it would just give Bush the perfect excuse to invade Iraq. Saddam would get flattened, and America would have the world's support. Saddam is a bad guy but he is rational and he isn't suicidal.
"The first man who, having fenced off a plot of land, thought of saying, 'This is mine' and found people simple enough to believe him was the real founder of civil society. How many crimes, wars, murders, how many miseries and horrors might the human race had been spared by the one who, upon pulling up the stakes or filling in the ditch, had shouted to his fellow men: 'Beware of listening to this imposter; you are lost if you forget the fruits of the earth belong to all and that the earth belongs to no one." - Jean-Jacques Rousseau
