As a matter of fact, I heard one did just that in the middle/late 70's (on paper). It was so good that he was arrested, interrogated, then released. All of his sources were in the public domain (before the internet even). I might have given it a shot but its hard to save up for the hardware while working a paper route. Getting the plutonium would've been the most difficult part. My neighborhood reactor, TMI ( I haven't been allowed near it since the accident ), wasn't a breeder reactor and nobody just gives the stuff away anyway. But then again what would someone do with it? Science fair project?
