When talking about a country's wealth, doesn't that imply individual wealth?

I had always thought of wealth as an individual measure, ie. GDP per capita is sorta 'wealth' while GDP is 'economic power'. From when was wealth 'collective'?
I take it that your views imply that a billion poors necessarily make a 'wealth'? Who owns this 'wealth'?

Castro is not that bad anyway. Cuba is relatively well-off compared to the other banana republics.

I agree with OB. Wealth should be consider as an individual measures. China may gain more, but is a poor country in terms of way of life of its citizens.

Imran, "rich" is used both as an extrinsic and an intrinsic measure.

And again, I don't accept either usage, since they are flawed without a convention on which one is intended. Which again, I've seen no sign of.
