Because currently the US is the superpower. For those willing to take advantage, it can bring enormous intellectual growth, though not too many in America take advantage of it.

But how can a country so devoid of culture, and with such poor motives possibly bring enormous intellectual growth? Wouldn't the intellectual growth that it offers be inherently counter-revolutionary in nature?

No. Intellectual growth is dependant upon the person seeking such growth and not inheritly the nation giving it. While America may be devoid of culture, that does not mean it passes on its culture when one seeks to expand their intellect.
If you were correct in assuming that America "passes down" it's flaws when someone studies here, then I would be afraid that most of the world would have become very vile and evil already.
Luckily the mere fact that most of the world does not like the US should disprove this easily
