Why is it legal to tape things off of the TV/radio but not legal to get the same program/music off of the internet?

Commercials... in taping on the TV or radio you have to deal with some commericials (which is what pays for the shows) or you have paid for the channel.

Off the internet, you aren't paying for the download, nor do you have to brave commercials. I believe that you would be able to download a song from internet radio.
